一、征集條件
I.Solicitationconditions
1.本征集項目都江堰-四姑娘山山地軌道列車工業(yè)設計方案征集，項目業(yè)主為四川都金山地軌道交通有限責任公司，建設資金來自企業(yè)自籌（資金來源），出資比例為100%，征集人為四川都金山地軌道交通有限責任公司，征集代理機構為中通建設工程管理有限公司。現(xiàn)對該項目的山地軌道列車工業(yè)設計方案進行公開征集。

二、項目概況：

1.項目建設地點：成都市、阿壩藏族羌族自治州。
1.Projectconstructionsite:ChengduCityandAbaTibetanandQiangAutonomousPrefecture.
2.項目建設規(guī)模：都四線路起于都江堰，成灌高鐵都江堰站，經(jīng)虹口、龍池、映秀鎮(zhèn)、耿達、臥龍，止于小金縣四姑娘山鎮(zhèn)，線路正線長度123.2公里，正線橋隧總長122.748km，占比98.7%。其中：橋梁長35.011km，占比28.15%；隧道長87.737km，占比70.5%，全線新建車站12個，包括都江堰、虹口、臥龍、映雪、鄧生溝、巴朗山、四姑娘山站等項目位于橫斷山脈東緣，由四川盆地成都平原向青藏高原東部邊緣構造強烈復合之高山峽谷帶過渡區(qū)行進。

3.征集范圍：應征公司及團體應提供以下文件及設計方案：

（1）外觀設計
(1)Exteriordesign
提供2套旅游列車外觀設計。外觀應該具備鮮明的旅游屬性，設計兼具國際化與地域性特色，能夠吸引游客，便于旅游宣傳推廣。
Twosetsofexteriordesignsfortouristtrainshouldbeprovided,withdistincttourismattributesintheexterior,andbothinternationalandregionalcharacteristicsinthedesign,soastoattracttouristsandfacilitatetourismpublicityandpromotion.
提供1套通勤列車外觀設計。通勤車主要滿足當?shù)鼐用竦某鲂屑斑\輸?shù)男枨螅w現(xiàn)該項目精準扶貧的設計定位，外觀應該具備明顯的通勤列車造型特征。
Onesetofexteriordesignforcommutingtrainshouldbeprovided.Thecommutingtrainsaremainlydesignedtomeettravelandtransportneedsoflocalresidents.ToreflecttheProject'sdesignpositioningoftargetedpovertyalleviation,theexteriorshouldbedistinctlyfeaturedbythestylingofcommutingtrain.
（2）客室設計
(2)Cabindesign
提供3套客室空間設計：
Threesetsofcabindesignsshouldbeprovided:
商務型車廂，為乘客創(chuàng)造優(yōu)質(zhì)的出行體驗，建議座椅布局為1+1的布置。
Businesscoachoffershigh-qualitytravelexperiencetopassengers.1+1seatlayoutisrecommended.
舒適型車廂，提供舒適且多元的旅行體驗，建議座椅布局為2+1的布置，空間布局包含餐飲、娛樂功能。
Comfortcoachprovidescomfortableanddiversetravelexperience.2+1seatlayoutisrecommended,withthespacelayouttakingcateringandentertainmentfunctionsintoconsideration.
經(jīng)濟型車廂，滿足一般旅游者出行乘坐需求，建議座椅布局為2+2的布置。
Economycoachmeetstravelneedsofgeneraltourists.2+2seatlayoutisrecommended.
以上三種車廂提供多角度三維渲染效果圖。

（3）司機室設計
(3)Driver'scabdesign
設計創(chuàng)意1套司機室內(nèi)部造型（包括司機臺）。提供至少1-2個視角的渲染效果圖。
Designandcreateonesetofinteriorstylingofthedriver'scab(includingthedriver'sdesk),withtherenderingsfromatleast1-2anglesofviewprovided.
（4）車輛品牌視覺形象及衍生品設計
(4)Vehiclebrandvisualimageandderivativedesign
設計創(chuàng)意1套旅游列車文化標識及延展運用，包括但不限IP形象、伴手禮、旅游紀念品設計等。
Designandcreateonesetofculturalsignsandextendedapplicationoftouristtrain,includingbutnotlimitedtoIPimage,souvenir,andtourismsouvenirdesign,etc.
4.標段劃分：本次按1個標段進行征集。

三、應征人資格要求
III.Applicantqualificationrequirement
1.資質(zhì)要求：應征人是響應征集、參加征集競爭的法人或者團體。允許聯(lián)合體進行征集。如為中國境外（包括國外及港澳臺地區(qū)）設計單位，應當按照中華人民共和國有關法律、法規(guī)辦理相應的市場準入手續(xù)。
1:Qualificationrequirement:TheApplicantsisalegalpersonororganizationthatrespondstobiddingandparticipatesinsolicitationcompetition.Solicitationofconsortiumisallowed.IftheapplicantisadesignunitoutsideofChina(includingforeigncountriesandHongKong,MacaoandTaiwanregions),itshouldgothroughthecorrespondingmarketaccessproceduresinaccordancewiththerelevantlawsandregulationsofthePeople'sRepublicofChina.
2.業(yè)績要求：應征人應至少提供1項近五年（2017年1月1日至應征截止時間，以合同簽訂時間為準）正在設計或新承接的軌道交通工具工業(yè)設計方案設計業(yè)績。
2.Achievementrequirements:TheApplicantsshouldprovideatleastonedesignachievementofindustrialdesignschemeofrailtransitmeansbeingdesignedornewlyundertakeninthepastfiveyears(fromJanuary1,2017totheapplicationdeadline,subjecttothecontractsigningtime).
3.本次設計方案征集接受聯(lián)合體應征。

四、本次征集活動程序

本次活動面向全球公開征集設計方案，采用邀請征集和公開報名兩種方式。

凡有意參加方案應征的單位，請于2022年9月22日（北京時間）起在中國招標投標公共服務平臺（網(wǎng)址：http://www.cebpubservice.com/)或蜀道集團投資集團有限責任公司（https://www.shudaojt.com）或四川蜀道新制式軌道集團有限責任公司官網(wǎng)（網(wǎng)址：https://www.scgdjt.com/）免費獲取征集文件，征集人不提供其他任何報名和應征文件獲取方式。

2.方案設計及成果提交
2.Schematicdesignandsubmissionofdeliverables
應征文件遞交的截止時間：2022年11月30日上午10時00分（北京時間），遞交地點為：四川蜀道新制式軌道集團有限責任公司本項目開選室（四川省成都市錦江區(qū)三色路163號銀海芯座B座23層），方案現(xiàn)場介紹和說明在2022年11月30日下午14時00分（北京時間）進行（請?zhí)崆皽蕚銹PT），介紹時間控制在10分鐘以內(nèi)。逾期送達或者未送達指定地點或者不按照征集文件要求密封的應征文件，征集人將予以拒收。

當采取遠程開選方式時，具體事項另行通知。

當接受的應征文件不足三家時，應征文件原封退回。

3.評選時間：

（1）.初選：2022年11月30日，由主辦方和行業(yè)專家組織評選，各征集公司需準備匯報文件進行線上答辯。(1).Preliminaryselection:OnNovember30,2022,theorganizerandindustryexpertswillorganizetheselection.Eachsolicitationcompanyneedstopreparethereportdocumentsforonlinedefense.
（2）.復選：2022年12月，由主辦方和行業(yè)專家組織評選，公布獲獎結果。
(2).Re-selection:InDecember2022,theorganizerandindustryexpertswillorganizetheselectionandreleasetheawardresults.
五、征集費用支付
V.Paymentofsolicitationfees
（一）征集分為三個階段征集，分別為邀請階段、初評階段、復賽階段，初評階段評選不超過6名應征人入圍進行方案深化設計，復賽階段針對深化的方案設計評選出前3名。
(1)Thesolicitationisinthreestages,namelytheinvitationstage,preliminaryevaluationstageandcompetitionstage.Inthepreliminaryevaluationstage,nomorethansixapplicantswillbeshortlistedfordevelopmentdesignofscheme.Inthecompetitionstage,topthreeapplicantswillbeselectedaccordingtothedevelopmentschemedesigns.
1.邀請階段
1.Invitationstage
邀請參與征集的設計公司，基礎征集費10w（人民幣）。
Invitedesigncompaniestoparticipateinthesolicitation,withthebasicsolicitationfeeofRMB100,000yuan.
邀請階段，受邀公司應當提前繳納/萬作為履約保證金，初評階段按綜合得分由高到低綜合得分60分及以上的應征人，將有資格獲得10萬元的基礎征集費。
Intheinvitationstage,theinvitedcompaniesshouldpay/tenthousandyuaninadvanceastheperformancedeposit.Inthepreliminaryevaluationstage,applicantswithacomprehensivescoreof60pointsorabovefromhightolowwillbeeligibleforthebasicsolicitationfeeof100,000yuan.
2.初評階段：
2.Preliminaryevaluationstage:
初評得出入圍獎6名，獎勵金額25w。
Sixapplicantswillbeawarded250,000yuanforbeingshortlistedinthepreliminaryevaluation.
初評階段按綜合得分由高到低綜合得分75分以上的前六名為中選候選人，參與第二階段的深化設計，不足六名按實際情況確定；當綜合得分75分以上的應征人不足3名時，不推薦中選候選人。初評階段方案入圍獎各為25萬元，初評階段入圍的應征人，只有在復賽階段按照征集人要求遞交了方案文件時，才能獲得此費用。
Inthepreliminaryevaluationstage,thetopsixapplicantswithacomprehensivescoreofover75pointsfromhightolowarethecandidatesselectedtoparticipateinthedevelopmentdesigninthesecondstage;iftherearelessthansixqualifiedapplicants,theywillbedeterminedaccordingtothereality;iftherearelessthanthreeapplicantswithacomprehensivescoreofover75points,noselectedcandidatewillberecommended.Applicantswithshortlistedschemesinthepreliminaryevaluationstagewillbeawarded250,000yuanrespectively.TheycouldonlyreceivethefeeaftersubmittingtheschemedocumentsasrequiredbytheHostinthecompetitionstage.
3.復賽階段：

在入圍的作品基礎上，終評得出一等獎1名、二等獎1名、三等獎1名。
Basedonshortlistedworks,onefirstprizewinner,onesecondprizewinnerandonethirdprizewinnerwillbefinallydecided.
復賽階段針對入圍的應征人的深化方案設計，按綜合得分由高到低評選出前3名，第一名酬金60萬元并頒發(fā)證書，第二名酬金30萬元并頒發(fā)證書，第三名酬金20萬元并頒發(fā)證書（酬金均不包含第一階段入圍獎25萬元）。第一名作為中選人完成深化設計，全過程配合車輛制造等相關單位完成列車工業(yè)設計（不另外支付費用）。
Inthecompetitionstage,topthreedevelopmentschemedesignsofshortlistedcandidateswillbeselectedaccordingtothecomprehensivescoresfromhightolow.Thefirstplacewinnerwillbeawarded600,000yuanwithacertificateissued.Thesecondplacewinnerwillbeawarded300,000yuanwithacertificateissued.Thethirdplacewinnerwillbeawarded200,000yuanwithacertificateissued(theprizesdonotincludetheshortlistawardof250,000yuaninthefirststage).Thefirstplacewinnerwillcompletethedevelopmentdesignastheselectedagency,andcooperatewithvehiclemanufacturingandotherrelevantunitsincompletionoftheindustrialdesignoftraininthewholeprocess(withoutadditionalpayment).
所有的費用均為含增值稅含稅價，在支付費用之前，應征人都應向征集人提供增值稅專用發(fā)票。
AllpaymentsareVATinclusive.Beforethepaymentismade,theapplicantshouldprovidetheHostwithaspecialVATinvoice.
